looking for a bondage/encasement story

hey all
I'm looking for a story about a man who owns a machine shop.  he makes cuffs and chastity belts on commission.  it is set in the '70s I think.  He is beset by the local government about his immoral choice of vocation.  he then finds a hidden fallout shelter in the basement of his shop that connects to tunnels in the city.  then he enacts his revenge and kidnaps the local mayor and keep her as his slave.   I think I saw it on gromets, but may have been on another site,  any info is appreciated.
