Exactly that. That Oreo chapter explain who Oreo is and how she perceives the world and why she ends up tied up on the bed... But really, no big deal. Both chapters can be read in whatever order. I just prefer to read Oreo first before 19.

Agreed, the two parts being concurrent and not directly intersecting except at the very beginning does not prevent understanding the story

By the way, Animal Café 20 and 21 is a crossover with Feliformia 14. It's going to be a while before you see 21 and 14, but just keep that in mind in case you are familiar with both series.
