hey lodo i have read this story a few times but i never understood why he can't change into someone else's body

The way the story was laid out (and the math fails if you think it through like I just did), each body can only accept a certain number of changes.  By playing body roulette with Mary and James, Jessica left Mary's body with only one change left, which Robert used when he took over her body.  The logic is a bit thin, I know, but it sounded good at the time.
